The Finance and Accounts (F&A) Section and the Centre of Capacity Development of Administrative Staff (CCDAS) jointly organised a one-day workshop on “Expenditure Management and Control Measures,” at Nunar here on Tuesday.
Vice-Chancellor, Prof. Mehraj ud Din Mir, Registrar, Prof. Fayaz Ahmad Nika, Finance Officer, Mr. Bashir Ahmad Haji, senior administrative officers and other staff members were also present on the occasion.
Vice-Chancellor, Prof. Mehraj ud Din Mir hailed the F&A section for holding the workshop and asked all the staff members to implement the General Financial Rules (GFR-2017) in letter and spirit. He asked the employees to pose relevant questions to the experts in order to clarify the issues pertaining to financial matters.
Addressing the participants, Finance Officer, Mr. Bashir Ahmad Haji said the university has a robust Finance and Accounts Section and the rules and regulations regarding financial matters and transactions are implemented fully. Thereafter, the Finance Officer spoke on various issues ranging from maintenance of records to control measures, delegation of financial powers from Ministry of Human Resource and Development (MHRD) to University Grants Commission (UGC). He also discussed Public Financial Management System (PFMS) recently introduced by the university for transactions with the service providers.
Consultant Finance and Accounts, Mr. Muhammad Afzal also gave detailed lectures on expenditure management, responsibilities of the Controlling Officers and contingencies.
Deputy Registrar Finance, Dr. Javed Wani conducted the programme proceedings.
